Roles and Responsibilities

The Treasurer ensures that the society's financial system and legal obligations are maintained, monitored and updated.

  1. Manage accounts payable and accounts receivable
  2. Maintain proper and correct financial records
  3. Present monthly, quarterly and annual financial reports to MFS Committee.
  4. Ensure that financial records are made available as required and submitted for audit at the end of each year.
  5. Liaise directly with MFS Organisers on matters relating to the financial management of the society.
  6. Manage the MFS Financial Reporting Policy
  7. Advise MFS Committee on actions, issues and policies

Example Activities

  1. First point of contact on financial matters. Referring first-time enquirers to the bookkeeper or other appropriate referrals.
  2. Arrange changes to financial reporting formats.
  3. Obtain financial reports from the bookkeeper(s) and present the reports to MFS Committee
  4. Arranging for audit of the society's accounts.
  5. Responding to MFS Committee and member enquiries

Bookkeeping The bookkeeper(s) assist the Treasurer and do not "report" directly to MFS Committee. However they are key volunteers and have bank account signatory status, and so are appointed by MFS Committee.

The Treasurer will take care of all reporting to MFS Committee, and so on, on behalf of the bookkeeper(s).

The Treasurer remains responsible for all policy matters, budget preparation, and reporting to MFS Committee based on the bookkeeper-provided financial reports.

The Treasurer remains the first point of contact for financial matters.

Bookkeeping

Under rule 19, Treasurer, the "Treasurer of the society shall -
(a) collect and receive all monies due to the society and make payments authorised by the society;
and
(b) keep correct accounts and books showing the financial affairs of the society with full details of all receipts and expenditure connected with the activities of the society."

The bookkeeper(s) are authorised by the Treasurer to undertake the above responsibilities on the Treasurer's behalf:


Reimbursement of Expenses from Receipts

Under rule 35, Funds - source, the Treasurer may authorise reimbursement from money received:

"(2) All money received by the society shall be deposited as soon as practicable to the society's bank account except where the Treasurer has authorised reimbursement to a member for expenses incurred, those reimbursements to be subject to proper accounting of receipts and expenses."
